toggle LED faster and also toggle PC13 for a freq. counter can
test this.
it is really 10ms so seems to be ok.

use tick counter for delay. this seems to work but can't guarantee
it's reliable. needs more testing.

speed this up. still very slow though, can only reach 1152 Mhz toggle rate
changing gpio clock made no difference

next thing to do with these miniblinks is work
